He studied law, history, and philosophy at the Jan Kazimierz University of Lviv under the supervision of professors such as O. Balzer, K. Twardowski, and M. Schorr. In 1914-1915 he continued his education at the University of Vienna; in 1926 he became assistant professor of canon law at the University of Lviv. In 1932 Halban became titular professor and four years later – associate professor. From 1927 on, he was also a member of the Lwów Scientific Society and the Institute of Administrative Law. In 1945 he headed the Department of Public Canon Law at the Canonical Faculty of the Catholic University of Lublin. In 1950 he was promoted full professor of the Maria Curie-Skłodowska University (UMCS) in Lublin and headed the Department of General History of the State and Law. His works include Religia w Trzeciej Rzeszy (1936), and Mistyczne podstawy narodowego socjalizmu (1946).
